What this amendment would do

SA 5303, submitted by Ms. Duckworth, aims to add a section to title III of S. Con. Res. 33.

The purpose is to create a deficit-neutral reserve fund to compensate localities for losses or costs resulting from Department of Homeland Security operations.

Specifically, it allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for legislation providing money to localities for:

  • Significant economic loss or reduction in business
  • Damage to property
  • Harm or distress to residents
  • Long-term traffic restrictions
  • Long-term land use
  • Increased need for State and local resources, such as public safety expenditures and legal fees

These compensations are for impacts occurring during or as a direct result of Operation Midway Blitz, Operation Charlotte's Web, Operation Metro Surge, or similar operations.

The amendment requires that such legislation does not increase the deficit for the total of fiscal years 2026 through 2035.
