What this amendment would do

SA 5301, submitted by Mr. Bennet, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a section to title III to create a deficit-neutral reserve fund.

This fund relates to:

  • Prohibiting the Department of Transportation from putting Federal immigration enforcement language into its grant agreements.

The amendment allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation regarding this prohibition, as long as that legislation does not increase the deficit from fiscal years 2026 through 2035.
