What this amendment would do

SA 5300, submitted by Ms. Cantwell, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund. This fund is intended to ensure that transportation programs receive the same funding levels for fiscal year 2026 as those appropriated under the Infrastructure Investment and Jobs Act.

To achieve this, the amendment allows the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations, aggregates, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions, such as bills, joint resolutions, amendments, motions, or conference reports.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
