What this amendment would do

SA 5297, submitted by Ms. Cantwell, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to support investments in infrastructure intended to lower costs for American families.

It allows the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations and aggregates.
  • Adjust other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger.

These actions apply to bills, joint resolutions, amendments, motions, or conference reports related to these infrastructure investments, as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
