What this amendment would do
SA 5295, submitted by Mrs. Moody, aims to add a new section to the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund. This would allow the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation, amendments, or conference reports from the Committee on the Judiciary or the Committee on Homeland Security and Governmental Affairs relating to immigration enforcement.
Specifically, this may include funding for U.S. Immigration and Customs Enforcement personnel to perform the following:
- Apprehension
- Mandatory detention
- Expedited deportation
These actions would target adult illegal aliens who entered the United States illegally and were convicted of sexual abuse of a minor. The amendment requires that such legislation does not increase the deficit between fiscal years 2026 and 2035.
