What this amendment would do

SA 5294, submitted by Ms. Alsobrooks, aims to add a section to the end of title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to increase funding for child care for families.

It aims to allow the Chairman of the Committee on the Budget of the Senate to adjust budget levels and the pay-as-you-go ledger for legislation that focuses on:

  • Making child care free or affordable for working families in the United States.
  • Ensuring no family pays more than 7 percent of the family income on child care.

This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
