What this amendment would do

SA 5293, submitted by Mrs. Murray, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund for providing tariff relief.

This change would allow the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions related to tariff relief.
  • Include actions such as repealing the authority to impose tariffs under section 122 of the Trade Act of 1974.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
