What this amendment would do
SA 5292, submitted by Mrs. Murray, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budget levels for fiscal years 2027 through 2035.
The purpose of this amendment is to add a deficit-neutral reserve fund to the end of title III.
It aims to allow the Chairman of the Senate Committee on the Budget to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger.
These changes apply to legislation, such as bills or amendments, that focuses on prioritizing new funds for U.S. Customs and Border Protection to process tariff refunds, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
