What this amendment would do

SA 5291, submitted by Mrs. Murray, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a section titled "DEFICIT-NEUTRAL RESERVE FUND RELATING TO DECREASING THE COST OF ENERGY FOR AMERICAN FAMILIES."

It aims to allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger.

These changes apply to bills, joint resolutions, amendments, motions, or conference reports that focus on decreasing the cost of energy for American families, as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
