What this amendment would do

SA 5290, submitted by Mrs. Murray, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.

The amendment aims to add Section 3003, which creates a deficit-neutral reserve fund. The purpose of this fund is to support legislation that improves training for officials from U.S. Immigration and Customs Enforcement and U.S. Customs and Border Protection to refine how they interact with Tribal citizens.

To achieve this, the amendment allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees, aggregates, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for related bills, joint resolutions, amendments, motions, or conference reports.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 through 2035.
