What this amendment would do

SA 5289, submitted by Mrs. Murray, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to prevent members of the Armed Forces from deploying to election sites.

This change allows the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations and aggregates.
  • Adjust other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions relating to this purpose.

This is provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
