What this amendment would do

SA 5288, submitted by Mrs. Murray, aims to add a section to the end of title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to compensate victims of fraud committed by individuals who received presidential pardons.

The amendment proposes that the Chairman of the Committee on the Budget of the Senate can adjust budgetary levels and the pay-as-you-go ledger for legislation related to these payments. This funding may include money from the White House ballroom renovation, provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
