What this amendment would do

SA 5286, submitted by Mrs. Murray, aims to add a new section called the Deficit-Neutral Reserve Fund Relating to Preventing Harm to Pregnant, Nursing, and Postpartum Women to title III of S. Con. Res. 33.

The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to:

  • Revise budget allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger.

These changes apply to legislation, amendments, or reports focused on reviewing immigration enforcement practices to prevent harm to pregnant, nursing, and postpartum women held by U.S. Customs and Border Protection or U.S. Immigration and Customs Enforcement.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
