What this amendment would do

SA 5285, submitted by Mrs. MURRAY, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a deficit-neutral reserve fund to the end of title III. It aims to change the bill by allowing the Chairman of the Committee on the Budget of the Senate to make the following adjustments for legislation that does not increase the deficit from fiscal years 2026 through 2035:

  • Revise allocations of committees, aggregates, and other appropriate levels.
  • Make adjustments to the pay-as-you-go ledger.

These actions are intended for legislation relating to ensuring that the President and other executive branch officials faithfully execute appropriations and other laws. This includes:

  • Prohibiting any President, regardless of party, from unilaterally withholding, delaying, or impounding funds appropriated by Congress in violation of the Impoundment Control Act of 1974 or the Constitution of the United States.
