What this amendment would do

SA 5283, submitted by Mrs. Murray, aims to change S. Con. Res. 33 by striking titles II and III and adding a new TITLE II--RESERVE FUNDS.

The purpose of this amendment is to establish a reserve fund for reforms to U.S. Immigration and Customs Enforcement and U.S. Border Patrol. It allows the Budget Committee Chairmen of both the Senate and the House of Representatives to:

  • Revise committee allocations, aggregates, and other budgetary levels for fiscal year 2026.
  • Adjust the pay-as-you-go ledger for legislation, amendments, or reports relating to funding and reforms for immigration enforcement activities.

These reforms may include the following areas for U.S. Border Patrol and U.S. Immigration and Customs Enforcement:

  • Training
  • Conduct
  • Operations
  • Investigations
  • Oversight
