What this amendment would do
SA 5281, proposed by Mr. Graham, aims to add a new section to the concurrent resolution S. Con. Res. 33. This section creates a deficit-neutral reserve fund specifically for the apprehension and deportation of adult illegal aliens who illegally entered the United States and were convicted of murder, rape, or sexual abuse of a minor.
The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to adjust budget allocations, aggregates, and the pay-as-you-go ledger. These adjustments would support legislation from the Committee on Homeland Security and Governmental Affairs or the Committee on the Judiciary regarding immigration enforcement.
Specifically, this may include funding for U.S. Immigration and Customs Enforcement personnel to handle:
- Apprehension
- Mandatory detention
- Expedited deportation
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
