What this amendment would do
SA 5279, submitted by Ms. Hassan, is an amendment to S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and establishes budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to create a deficit-neutral reserve fund to help lower housing costs for Americans by building 4,000,000 new homes.
It aims to add a section to title III that allows the Chairman of the Senate Committee on the Budget to:
- Revise committee allocations, aggregates, and other appropriate levels.
- Make adjustments to the pay-as-you-go ledger for specific legislative actions.
This is permitted for bills, joint resolutions, amendments, motions, or conference reports that focus on building the 4,000,000 new homes, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
