What this amendment would do

SA 5275, submitted by Ms. Ernst, aims to add a new section (Section 3003) to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund for immigration enforcement. Specifically, it allows the Chairman of the Senate Committee on the Budget to adjust budget allocations and the pay-as-you-go ledger for legislation reported by the Committee on the Judiciary or the Committee on Homeland Security and Governmental Affairs.

This funding may be used for:

  • U.S. Immigration and Customs Enforcement personnel
  • Apprehension, mandatory detention, and expedited deportation of adult illegal aliens who have been convicted of rape after illegally entering the United States

This is provided that the legislation does not increase the deficit from fiscal year 2026 through 2035.
