What this amendment would do
SA 5274, submitted by Ms. Cantwell, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to investigate cost increases caused by the closure of the Strait of Hormuz to maritime shipping due to the conflict involving Iran.
Specifically, the amendment allows the Chairman of the Senate Committee on the Budget to adjust budgetary levels and the pay-as-you-go ledger for legislation that focuses on:
- Assessing increases in fuel and maritime shipping costs.
- Evaluating if these increases are causing higher prices for consumer goods for families in the United States.
- Ensuring Federal policies do not lead to higher gasoline prices for consumers in the United States.
The amendment requires that any such legislation does not increase the deficit between fiscal years 2026 and 2035.
