What this amendment would do

SA 5272, submitted by Ms. Cantwell, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to support small- and medium-sized manufacturers.

This support would be provided through the Hollings Manufacturing Extension Partnership to help these manufacturers with the following:

  • Increasing domestic production capacity
  • Improving productivity
  • Strengthening supply chain efficiency

The goal is to do this in a way that reduces inflationary pressures on consumer goods. The amendment allows the Chairman of the Committee on the Budget of the Senate to make necessary adjustments to budget levels and the pay-as-you-go ledger, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
