What this amendment would do
SA 5271, submitted by Ms. Cantwell, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund for funding science agencies.
-
It allows the Chairman of the Senate Committee on the Budget to change budget allocations, aggregates, and the pay-as-you-go ledger for legislation related to funding science agencies.
-
This includes potentially ensuring funding for these agencies at levels established by the CHIPS and Science Act of 2022.
-
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
