What this amendment would do

SA 5270, submitted by Mr. HEINRICH, is an amendment to S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to create a deficit-neutral reserve fund to address high beef prices and New World Screwworm biosecurity along the United States-Mexico Border.

It aims to add a section to title III that allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation that provides funding for:

  • Customs and Border Patrol to work with the Department of Agriculture.
  • Establishing and implementing policies to increase the capacity to produce and disperse sterile New World Screwworm flies along the United States-Mexico Border.
  • Facilitating the opening of cattle crossing along the border to help lower beef prices for consumers in the United States.

This is provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
