What this amendment would do

SA 5269, submitted by Mr. Heinrich, aims to add a section to title III of S. Con. Res. 33. This concurrent resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to create a deficit-neutral reserve fund specifically for:

  • Preventing wildlife poaching.
  • Preventing the spread of zoonotic diseases.

It allows the Chairman of the Senate Committee on the Budget to adjust committee allocations, aggregates, other levels in the resolution, and the pay-as-you-go ledger for legislation related to these goals. This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
