What this amendment would do
SA 5268, submitted by Mr. Heinrich, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on protecting clean drinking water for American families.
It would allow the Chairman of the Senate Committee on the Budget to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislative items, such as bills, joint resolutions, amendments, motions, or conference reports.
This is permitted as long as the legislation relates to protecting clean drinking water for United States families and does not increase the deficit from fiscal year 2026 through 2035.
