What this amendment would do
SA 5267, submitted by Mr. Heinrich, aims to add a section to the budget resolution regarding a deficit-neutral reserve fund to end fertilizer price gouging.
The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to adjust budget allocations and the pay-as-you-go ledger for legislation focused on reducing the cost of food. This may include:
- Legislation allowing Customs and Border Protection to work with the Department of Agriculture to lower the cost of imported agricultural fertilizer.
- Legislation to address price fixing and collusion of fertilizer prices involving domestic and international importers and manufacturers.
This is provided that the legislation does not increase the deficit from fiscal year 2026 through 2035.
