What this amendment would do
SA 5266, submitted by Mr. HEINRICH, aims to add a new section to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund for the following:
- Dealing with tariff refunds.
- This may include giving consumer rebates for refunds of tariffs under the International Emergency Economic Powers Act.
This change allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for related legislation, as long as that legislation does not increase the deficit between fiscal years 2026 through 2035.
