What this amendment would do

SA 5265, submitted by Mr. HEINRICH, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund focused on preventing invasive species from entering the United States.

It allows the Chairman of the Committee on the Budget of the Senate to:

  • Revise committee allocations, aggregates, and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger.

These actions apply to bills, joint resolutions, amendments, motions, or conference reports regarding the prevention of invasive species, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
