What this amendment would do

SA 5264, submitted by Mr. Heinrich, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund specifically for increasing the prosecution of parties that contaminate drinking water.

It allows the Chairman of the Committee on the Budget of the Senate to make the following changes for legislation related to this goal:

  • Revise allocations of committees or committees.
  • Revise aggregates and other appropriate levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger.

This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
