What this amendment would do
SA 5261, submitted by Mr. HEINRICH, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund for robust funding for disaster relief for American families.
It allows the Chairman of the Committee on the Budget of the Senate to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislative actions, such as bills, joint resolutions, amendments, motions, or conference reports.
This is permitted as long as the legislation for disaster relief does not increase the deficit from fiscal years 2026 through 2035.
