What this amendment would do

SA 5259, submitted by Mr. KIM, aims to add a new section to the congressional budget resolution for fiscal year 2026.

The purpose of this amendment is to create a point of order in the Senate. This means it would prevent the Senate from considering certain bills, joint resolutions, or amendments that provide funding for U.S. Immigration and Customs Enforcement or U.S. Customs and Border Protection.

This restriction would remain in place until the Medicaid cuts made under Public Law 119-21 are reversed.

The amendment also specifies that this rule can only be waived or suspended, or an appeal of the Chair's ruling sustained, by an affirmative vote of three-fifths of the Members of the Senate.
