What this amendment would do
SA 5257, submitted by Mr. Kelly, is an amendment to S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to create a deficit-neutral reserve fund to redirect specific funds to ensure that not one more child goes hungry.
It aims to add a section to title III that allows the Chairman of the Committee on the Budget of the Senate to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger.
These changes apply to legislation that redirects funds appropriated and rescinded under Public Law 119-21. This includes legislation that:
- Rescinds funds appropriated under sections 90003 and 100052 of that law.
- Reverses funding cuts under sections 10101 through 10108 of that law.
The amendment specifies that this is allowed provided the legislation does not increase the deficit between fiscal years 2026 through 2035.
