What this amendment would do
SA 5256, submitted by Ms. Cantwell, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to address the assessment of how instability in key maritime chokepoints, such as the Strait of Hormuz, is increasing gasoline prices for families in the United States and driving up fuel transportation costs.
To achieve this, the amendment allows the Chairman of the Committee on the Budget of the Senate to:
- Revise committee allocations, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific reports, motions, amendments, or bills related to these assessments.
This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
