What this amendment would do
SA 5255, submitted by Ms. Cantwell, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on assessing shipping cost increases caused by the conflict involving Iran.
Specifically, it would allow the Chairman of the Senate Committee on the Budget to:
- Revise committee allocations, aggregates, and other levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for specific legislative actions.
These actions apply to legislation related to assessing increases in fuel and maritime shipping costs resulting from the conflict involving Iran, which may include assessing consumer prices in the United States or impacts on supply chains. This is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
