What this amendment would do
SA 5254, submitted by Ms. Cantwell, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund to support domestic shipyards. This is intended to expand and sustain the United States fleet of vessels that comply with the Jones Act (chapter 551 of title 46, United States Code).
To achieve this, the amendment allows the Chairman of the Senate Committee on the Budget to:
- Revise committee allocations, aggregates, and other appropriate levels in the resolution.
- Make adjustments to the pay-as-you-go ledger for various legislative actions, such as bills or amendments, related to these purposes.
These actions are permitted as long as the legislation does not increase the deficit for the period covering fiscal years 2026 through 2035.
