What this amendment would do

SA 5253, submitted by Ms. Cantwell, aims to add a section to title III of S. Con. Res. 33. This resolution sets the budget for the United States Government for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to create a deficit-neutral reserve fund for strengthening the domestic maritime transportation system.

The amendment allows the Chairman of the Senate Committee on the Budget to:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions, such as bills, joint resolutions, or amendments.

These changes must relate to strengthening the domestic maritime transportation system and be consistent with coastwise laws under chapter 551 of title 46, United States Code. The legislation must not increase the deficit for the period of fiscal years 2026 through 2035.
