What this amendment would do
SA 5252, submitted by Mr. Welch, aims to add a section to title IV of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a point of order in the Senate to prevent the consideration of any:

- Joint resolution
- Motion
- Amendment
- Amendment between the Houses
- Conference report
That would authorize or appropriate funding for the Federal Government to create a new commemorative arch until 2040.
This restriction can only be waived, suspended, or used to sustain an appeal of the Chair's ruling if three-fifths of the Members of the Senate, duly chosen and sworn, vote in favor.
