What this amendment would do

SA 5251, submitted by Mr. Welch, is an amendment to S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a section to title IV that creates a point of order against reconciliation legislation that authorizes or appropriates funding for a ballroom.

Specifically, it aims to change the bill by:

  • Blocking the Senate from considering any bill, joint resolution, amendment, motion, or conference report that would fund the United States Government, its agencies, personnel, or representatives to start construction on a ballroom before January 21, 2029.

  • Requiring a vote of three-fifths of the Members of the Senate to waive or suspend this rule or to sustain an appeal of the Chair's ruling on this point of order.
