What this amendment would do
SA 5250, submitted by Mr. Welch, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund related to deaths and medical emergencies in U.S. Immigration and Customs Enforcement custody.
- It allows the Chairman of the Committee on the Budget of the Senate to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation regarding a report from the Secretary of Homeland Security to Congress.
- This report must detail the number of deaths and medical emergencies of individuals in Department of Homeland Security custody, broken down by month, location, and nationality.
- This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
