What this amendment would do

SA 5249, submitted by Mr. Welch, aims to add a section to title IV of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a point of order in the Senate against any reconciliation legislation that would:

  • Authorize or fund the appointment of an individual convicted of an offense related to the January 6, 2021, attack on the United States Capitol to a Federal Government position.

  • Fail to deem such an individual ineligible for employment or financial engagement with the Federal Government.

  • Fail to deny such an individual access to Federal Government property.

This point of order can only be waived, suspended, or appealed with an affirmative vote of three-fifths of the Members of the Senate.
