What this amendment would do

SA 5248, submitted by Mr. Welch, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund. This allows the Chairman of the Senate Committee on the Budget to adjust budget allocations and the pay-as-you-go ledger for legislation regarding a report from the Secretary of Homeland Security.

The report in question would detail:

  • The number of women who gave birth while in the custody of the Department of Homeland Security.
  • Data broken down by month, location, and nationality.

This change is permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
