What this amendment would do

SA 5247, submitted by Ms. Duckworth, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to increase amounts for drinking water State revolving funds. This is intended to support and speed up water system infrastructure projects that achieve full lead service line replacement.

To do this, the Chairman of the Committee on the Budget of the Senate may:

  • Revise committee allocations, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific bills, joint resolutions, amendments, motions, or conference reports.

These actions are permitted as long as the legislation does not increase the deficit for the total of fiscal years 2026 through 2035.
