What this amendment would do

SA 5245, submitted by Ms. Duckworth, aims to add a deficit-neutral reserve fund to the end of title III of S. Con. Res. 33.

The purpose of this amendment is to ensure that no more family caregivers, individuals with a disability, or seniors lose access to health care, and to prevent further rural hospital closures.

To achieve this, the amendment proposes the following changes:

  • Redirecting and rescinding funds from sections 90003 and 100052 of the One Big Beautiful Bill Act, which includes rescinding funds for Customs and Border Patrol, Immigration and Customs Enforcement, and the Department of Homeland Security.

  • Repealing health care cuts from the One Big Beautiful Bill Act.

  • Guaranteeing funding for the Rural Health Transformation Program by eliminating the redistribution of unobligated or unexpended funds from allotments and allowing funds allotted to States to remain available until they are spent.

  • Sustaining sections 71401, 71306, and 71202 of the One Big Beautiful Bill Act and the amendments they made.
