What this amendment would do

SA 5244, submitted by Ms. Cantwell, aims to add a section to title III of the concurrent resolution S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to support American fishermen and lower costs for American consumers.

Specifically, it would allow the Chairman of the Committee on the Budget of the Senate to adjust budget levels and the pay-as-you-go ledger for legislation that focuses on:

  • Assessing and reducing factors that increase the cost of sustainable seafood production in the United States.
  • Addressing issues such as unfair trade practices or supply chain disruptions.

This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
