What this amendment would do

SA 5241, submitted by Ms. Cantwell, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund to strengthen enforcement against fishing that is unregulated, unreported, or illegal, including fishing by foreign adversaries.

This change allows the Chairman of the Senate Committee on the Budget to:

  • Revise allocations of committees, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for specific legislative actions, such as bills, joint resolutions, motions, or conference reports.

This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
