What this amendment would do

SA 5240, submitted by Ms. Cantwell, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and the budgetary levels for fiscal years 2027 through 2035.

The purpose of this amendment is to add a deficit-neutral reserve fund to the end of title III. This fund specifically relates to maintaining the ban on the importation of Russian seafood into the United States.

It aims to allow the Chairman of the Committee on the Budget of the Senate to:

  • Revise allocations of committees, aggregates, and other levels in the resolution.
  • Make adjustments to the pay-as-you-go ledger for various legislative actions, such as bills, joint resolutions, amendments, motions, or conference reports.

These adjustments are permitted for legislation relating to the Russian seafood import ban, as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
