What this amendment would do

SA 5239, submitted by Ms. Cantwell, aims to add a section to title III of S. Con. Res. 33.

The purpose of this amendment is to create a deficit-neutral reserve fund for the following:

  • The development of technology for high-resolution, rapid-scanning weather detection.
  • The improvement of lead times for severe storm warnings.
  • The funding for constructing a phased array radar test article in Norman, Oklahoma.

To achieve this, the Chairman of the Committee on the Budget of the Senate would be allowed to adjust committee allocations, aggregates, other levels in the resolution, and the pay-as-you-go ledger. These adjustments are permitted as long as the legislation does not increase the deficit between fiscal years 2026 and 2035.
