What this amendment would do

SA 5238, submitted by Ms. Cantwell, aims to add a deficit-neutral reserve fund to the end of title III of S. Con. Res. 33.

The purpose of this amendment is to allow the Chairman of the Senate Committee on the Budget to adjust budget allocations, aggregates, and the pay-as-you-go ledger for legislation related to:

  • Strengthening the enforcement of the Ocean Shipping Reform Act of 2022 and related laws.
  • Funding investigations to stop unfair practices and increased costs to protect American businesses using the maritime supply chain.

This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
