What this amendment would do
SA 5237, submitted by Ms. Cantwell, aims to add a section to title III of S. Con. Res. 33.
The purpose of this amendment is to create a deficit-neutral reserve fund focused on transparency for shipping costs.
It seeks to allow the Chairman of the Committee on the Budget of the Senate to make adjustments to budget levels and the pay-as-you-go ledger for legislation that requires more transparency in maritime supply chain costs.
The goals of this transparency include:
- Identifying inefficiencies.
- Reducing costs that are borne by American consumers and contribute to inflation.
This is provided that the legislation does not increase the deficit between fiscal years 2026 and 2035.
