What this amendment would do
SA 5236, submitted by Ms. Cantwell, is an amendment to the concurrent resolution S. Con. Res. 33. This resolution sets the congressional budget for fiscal year 2026 and budgetary levels for fiscal years 2027 through 2035.
The purpose of this amendment is to create a deficit-neutral reserve fund to reconstitute Coast Guard search and rescue stations that were closed during Coast Guard Force Alignment Initiatives.
To achieve this, the amendment aims to change the bill by:
- Allowing the Chairman of the Senate Committee on the Budget to adjust allocations, aggregates, and the pay-as-you-go ledger for legislation related to reopening these stations.
- Redirecting funding used for Coast Guard agency assist operations to the Department of Defense, U.S. Customs and Border Protection, and U.S. Immigration and Customs Enforcement under section 701 of title 14, United States Code.
- Ensuring that this legislation does not increase the deficit between fiscal years 2026 and 2035.
