What this amendment would do

SA 5234, submitted by Mr. KELLY, aims to add a new section to S. Con. Res. 33. This addition creates a deficit-neutral reserve fund focused on ensuring land ports of entry meet security requirements and have full staffing.

The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to adjust budget allocations and the pay-as-you-go ledger for legislation related to the security and efficiency of land ports of entry. This includes:

  • Legislation directing full funding for modernization and expansion projects.
  • Ensuring all ports meet current security requirements.
  • Maintaining full staffing to improve port operations for trade and travel.

This is permitted as long as the legislation does not increase the deficit from fiscal year 2026 through 2035.
